The subject of remote tank gauges is a hot topic with propane marketers. The NPGA Marketer's Management Forum (Group F) recently sought comparative information about the various solutions in the marketplace. North American Satellite Corporation ("NASCorp") was asked to respond. NASCorp submitted to NPGA the following answers to their questions which, in NASCorp's case, were questions asked by propane dealers of propane dealers. Q: What is the system 'name'?

SkyTracker™ is manufactured by North American Satellite Corporation ("NASCorp"). NASCorp's SkyTracker™ firmware, software, multi-lingual dealer tank and customer information data base, the dealer recovery Website, the Application Programming Interface (API) and NASCorp's Windows based cellular access products are trademarked, copyrighted and/or have patents pending and are the property of NASCorp. All applications were developed by NASCorp for use with NASCorp's SkyTracker™ Tank Monitoring Systems, which includes the personal safety products of SkyHelp Services™ and SkyHome Monitoring™ smart home options.


Q: What are the components of your system?

SkyTracker™ is a self-contained Low Earth Orbital (LEO) satellite transmitter with internal battery pack that mounts directly on any container (ASME, U-69, diesel or refined fuels tanks) in under five minutes or next to a tank in an in-ground meter or valve box, as would be the case for underground containers.

SkyTracker™ does not require any other component to read the liquid level of a container, so nothing is installed in a customer's home or business unless the dealer sells their customer Carbon Monoxide or Propane Leak Detectors or the Indoor Low Temperature Sensor of SkyTracker's™ resalable safety products known as SkyHelp Services™. SkyHelp Services™ safety alerts are carried outside the home by SkyTracker™ to up to 100 people, which is great for second homes or vacation homes or where children or elderly are at home.


Q: How many years has the current release of your system been in production?

A prototype of today's SkyTracker™ was first operational 18 years ago. A version number was not assigned as it was developed to see if it could be done. It could, but was not cost justified then. Communication of those first transmissions went to Pat Walsh, Ferrellgas, then and, later, to Milford Therrell ( May 1994 & 1999-2000) of National PERC & Squibb-Taylor.

SkyTracker™ I units were first introduced in 2004 and configured for expedited operation. SkyTracker™ I units still transmit today and have 6 years equivalency of transmissions to orbital satellites (reporting three times more often than the norm).

SkyTracker™ II, which is today's version, added the home monitoring safety features of SkyHelp Services'™ (CO and Propane Leak detection sensors and the Indoor Low Temperature sensor) to the prior version. SkyTracker™ II has been deployed since 2005. Thousands of SkyTrackers™ are being used by over 100 propane dealers in 38 States, 4 Canadian Provinces and by dealers in Australia, Israel, Puerto Rico, Honduras, Jamaica, Mexico, Brazil and Siriname. SkyTracker's™ global coverage reaches 95% of the World's population and SkyTracker's™ are deployed today on four continents, North America, South America, Asia and Australia.

Q: What type of fuel level sensors can be used with your system? Which do you prefer?

NASCorp's SkyTracker™ can read any voltage output, such as a Rochester R-3D Hall Effect Sensor, which uses Remote-Ready Dials, but SkyTracker™ can adapt to any voltage range. SkyTracker™ can read PERC supported Adept Sciences & Technologies, LLC's sonar system, Rotarex dials, Tarantin Tank products and Squibb-Taylor gauges and any contact closure of any manufacturer. NASCorp's SkyTracker™ can tell you if you left your dome light on, if you are so moved to want to know.


Q: Can your system be used on refined products?

Yes, with use of any of the fuel level gauges as described in Question 4 above or any future sensor that emits voltage, including discharges emitted by electro-magnetic fields.


Q: What is the warranty period and what does it cover?

NASCorp will replace any unit that is determined to be defective within the Three Year (3) Limited Warranty period, based on date of purchase. A defective unit is one which a dealer has notified NASCorp verbally or in writing is not working and it has been determined that the problem is not a bad battery or a damaged cable/sensor. To aid in a warranty decision, NASCorp may require that one of Dealer's employees or agents replace the battery or the Hall Sensor Cable from the Remote-Ready Dial to SkyTracker™ on the tank prior to determining if the unit is defective or not. (NOTE: one Hall Effect R-3D cable, one Junior or Senior Remote-Ready Dial and one battery pack is provided with each SkyTracker™.) Batteries and cables are considered maintenance items after the first year of service.

On warranty returns, a Return Merchandise Authorization ("RMA") will be provided Dealer at any time a warranty claim is made. The Company will pay the shipping, both ways, of any replacement unit(s). The Company shall also provide Dealer with a return shipping label for any defective unit(s). Replacement units will be billed at time of shipment, but a credit invoice will be issued upon return-receipt of defective unit(s) at NASCorp's Operations Department in Cape Girardeau, MO or any other location designated by NASCorp so long as said units are received within 60 days of the initial shipment date of the replacement SkyTracker(s)™. Otherwise, the invoice for those replacement units will be due and payable.


Q: How is the signal transmitted (satellite, phone line, RF, or cellular)?

NASCorp uses 48 GPS LEO satellites clustered in 6 orbital configurations of 8 satellites each. Each orbital fleet monitors one continent.


Q: What are the advantages of your transmission over the other methods?

Self-contained SkyTracker™ transmits tank liquid level readings, customer usage (for consumption billing), on-site accumulated degree days, battery levels and out-of ordinary events (stuck float gauge, no change when expected or notice of excess use) from the customer's tank directly to LEO satellites. Therefore, SkyTracker™ is non-intrusive to a storage container and does not require the dealer to enter into a customer's home or business to install RF or cellular receiver equipment that connects to telephone or power lines in a customer's home. This means that SkyTracker™ transmissions encounter less interference than other systems. In addition, SkyTracker™ transmits in the noise spectrum, therefore SkyTracker's™ signals cannot be detected, much less decoded, other than by the patented Sensor Enabled Notification System (SENS) and NASCorp's IBM X-Series servers where the data is further encrypted. SkyTracker™ security is maximized over competing signals.


Q: What are the disadvantages of the methods you do not use?

  1. Data of competing systems are not secure in transmission.
  2. Competitor's systems frequently encounter a higher rate of signal interference, including customer intentional or accidental disconnection of receiving devices dealer has to install inside a customer's home or business.
  3. Possible unauthorized interception is more likely to occur in RF or cellular Control Channel transmissions from transmitting units on tanks to receiver devices in a customer's home or business.
  4. Distance from tank to base receiver, which has to be installed in a customer's home or business, is also problematic as the reception of transmitted data often encounters interference or dropped signals.
  5. Poor cellular reception and dropped calls can be another problem on competing systems that use cellular transmitters at the tank to send data to receiving apparatuses install inside a customer's home. Ditto, for systems that report directly to a competitor's server through a cellular Control Channel.
  6. The customer has to be notified and appointments made for a dealer's service technician or driver to enter the customer's home or business at the time of most competing system's installation, maintenance or for disconnect i.e.; when a customer moves, changes gas suppliers or in the case of non-payment.
  7. External power and phone lines must be available for land-line phone-based systems, including cellular transmitters from tank to customer's residence.
  8. It is intrusive to the customer to have to tap into their telephone line and power supply.
  9. Telephony based systems only work on analog phone lines. If the customer has digital telephone service, their service must be converted to analog, which is costly, time-consuming and a degradation to transmission quality.
  10. Installation cost of competing systems is much higher and requires many times the labor than SkyTracker™. SkyTracker™: is plug and play, requiring less than one minute at a customer's location to install SkyTracker™ on most new remote-ready ASME tanks and under five minutes on older (pre-2000) ASME containers. In the latter, the only tool required is a screwdriver to replace visible dials with a remote-ready dial, which is supplied with each SkyTracker™.
  11. Security of data. NASCorp owns its IBM X-Series server cluster and does not share or lease space to others. NASCorp's six servers have huge capacities, are redundant and are under 24/7/365 armed guard. NASCorp is also warranted by IBM for 99.999% up-time. We are working on +100%.
  12. Technical service is not by voice messaging or email. NASCorp provides live tech support 12 hours each business day from two locations in the US.


Q: Do trees, buildings, or mountains obstruct communication?

Negative. SkyTracker™, transmitting directly from the tank, requires only a 15 degree view of any sky, North, South, East or West. SkyTracker™ also transmits through (or from under) an environmental esthetic "Rainbird" in-ground sprinkler control enclosure (NDS, meter or valve box). SkyTracker™ also transmits from inside any wood building or from inside most metal roof buildings, so long as there are windows within 20 feet of SkyTracker™ so that a sky view is available.


Q: What is the power supply for the tank transmitter (battery, solar, other?)?

SkyTracker's™ primary power supply is lithium battery pack with fuse to protect interior components in a power surge, such as an indirect lightning strike. However, SkyTracker™ also accepts any 12 volt source, including power from solar panel systems on the market today. When 12 volt or any solar panel system is used, a 4-cell lithium battery back-up is standard on NASCorp's SkyTracker™.

A Philips head screwdriver is required to back-out four ½ inch screws. SkyTracker's™ battery pack is a plug-in, so replacement is under one minute. Replacement battery pack comes with replacement battery door gasket to assure weather re-seal.

  1. SkyTracker™ is configured to utilize 12 volt, so its power source does not necessarily have to be from a solar panel, but usually is.
  2. Easy installation. SkyTracker's™ Hall Sensor Cable for 12 volt comes complete with pigtail for installation to any 12 volt source.

b. What is the life?

ANSWER: Indefinite.

c. What expertise and time is needed to replace?

ANSWER: Solar components are plug-in. 12-volt battery replacement would be as expected.

d. Does the solar power supply unit need service? Describe.

ANSWER: No maintenance is required other than 12 volt battery replacement if solar energy is directed to a battery instead of directly to SkyTracker™.

e. What is the effect of snow cover and cloud cover?

ANSWER: None, if a recommended optional standard automotive type storage battery is used. This eliminates interference from deep snow cover, night or heavy cloud cover.

f. Do you have battery backup? If yes, please answer the questions above on battery.

ANSWER: Yes, through two options. First, is SkyTracker's™ standard equipment 4-cell lithium battery pack. Second, is with any automotive type battery.


Q: What technical expertise and time is needed for each installation?

No special training or expertise is required for installation of NASCorp's SkyTracker™. All that is required in installation is four easy steps:

  1. Peel the tape off of the SkyTracker™ base-plate.
  2. Stick SkyTracker™ on the tank.
  3. Plug the Rochester R-3D Hall Sensor in the Remote-Ready Dial.
  4. Plug the other end of the SkyTracker™ cable into SkyTracker™ itself, which turns the unit on so SkyTracker™ can begin transmitting immediately (Peel, Stick, Plug & Plug).

Non-intrusive self-contained SkyTracker™ installs in under one minute on newer ASME containers with remote-ready dials and in less than five minutes on any older ASME tank without a remote-ready dial. A Junior or Senior remote-ready replacement dial is provided with each SkyTracker™, dealer's choice.

Of course, some basic customer information must first be set-up in the SkyTracker™ data-base, which requires a couple of minutes in SkyTracker's™ user friendly, confidential website.


Q: Can your system be used on underground tanks?

Top

Yes. SkyTracker™ can transmit from underground when SkyTracker™ is installed in an in-ground meter or valve box so long as the lid does not contain metal. NDS boxes can be purchased through NASCorp, for one-source shopping convenience, or at Home Depot or Lowes Home Improvement stores.


Q: What is the effect of severe weather conditions (extreme cold and heat, hail, strong wind, ice storm) on your system?

NASCorp's stockholders include 24 independent propane marketers and NASCorp's staff has over 100 years experience in hands-on propane delivery and management, so SkyTracker™ was designed by propane marketers for use by propane marketers. SkyTracker™ is robust in the field, being made of ballistic, fire retardant, UV rated plastic. Temperature, hail, wind, ice and snow does not affect SkyTracker™. SkyTracker's™ SkyBrain™ processor can operate to -31 degrees below zero. Also, SkyTracker™ has been tested to transmit through several inches of solid ice, from under several feet of water and attaches to the steel surface of a tank using weather-tight adhesive tape that sets up in 24-hours and is specific to SkyTracker™ and supplied with each SkyTracker™. In field application, SkyTrackers™ are deployed today from the Amazon River at the equator to the Upper Peninsula of Michigan and Labrador, Canada to Israel to the outback of Australia. The World's propane dealers have found that SkyTracker™ can operate anywhere, anytime.


Q: How does your system protect against theft?

SkyTracker's™ base plate is attached to the tank by specified commercial grade adhesive tape that is specifically provided with each SkyTracker™. The tape cannot be purchased in retail stores. A casual passerby will not be able to remove the unit. SkyTracker™ itself locks onto the base plate and the clip to remove SkyTracker™ is hidden. The Hall Sensor Cable also locks onto SkyTracker™ in a unique manner, but the removal of same is through a simple hidden release. NASCorp has had no reports of theft or vandalism to date.


Q: What is the signal strength and distance?

Signal strength is 18-24 decibels. Distances are unlimited; 12,500 miles to LEO satellites, then returned to SENS ground stations around the World where it is recovered, processed and encrypted by NASCorp's X-Series IBM server cluster for dealers to recover their tank and home information from anywhere in the World.


Q: Are there secondary uses for the unit receiver?

SkyTracker™: does not require a receiver, but self-contained SkyTracker™ is configured for direct to satellite secondary revenue-producing services that the dealer can offer to end-user customers. First, the dealer can resell or grant permission for their customer to look inside their tank at their home or business and view current liquid level, alerts, fuel use, history graph, battery condition and other data; just as the propane dealer can see all or their customer's tanks on the dealer's part of the SkyTracker™ subscriber network. Customer end-user MSRP for website access is $14.99 to $19.99, depending upon market.

Also, the dealer can offer their customer(s) NASCorp's SkyHelp Services™ option; where the dealer can resell to their customer CO or C3H8 sensors and an Indoor Low Temperature sensor and provide monthly monitoring of those sensors.


Q: Is your unit UL approved?

As SkyTracker™ is self-contained at the tank, instead of being in the customer's home or business, SkyTracker™ is ETL approved. Control Number 3105440 has been issued for SkyTracker™, which is tested in accordance with the standard for Nonincendive Electrical Equipment for Use in Class I and II, Division 2 and Class III, Divisions 1 and 2 Hazardous (Classified) locations (ANSI/ISA-12.12.01-2000), Nonincendive Electrical Equipment for Use in Class I, Division 2 Hazardous Locations (CSA-C22.2 No. 213-M1987), & UL 61010-1 and (CAN/CSA-C22.2 No. 61010-1, Second Edition) as specifically tested and approved for Use in an environment of propane and other NGLs. SkyTracker™ conforms to UL Std. 61010-1, ANSI/ISA Std. 12.12.01 Certified to CSA Std. C22.2 No. 61010-1 & CSA Std. C22.2 No. 213. SkyTracker™ also complies and is certified under Part 15 of the FCC Rules.


Q: What diagnostics are built into your system?

First, SkyTracker™ has a brain. NASCorp's SkyBrain™ processor allows the dealer to resell options of SkyTracker's™ SkyHelp Services™ (CO & Propane Leak sensor notification and indoor low-temperature sensing) and SkyHome Monitoring™ smart home devices.

Second, SkyBrain™ allows SkyTracker's™ on-board patent-pending on-site Degree Day Recorder to record and accumulate Degree Days, calculate K-Factors and compare each customer's usage with current weather conditions and a customer's history of fuel consumption. SkyBrain™ product forms the basis of SkyTracker's™ out-of ordinary event notifications.

Third, SkyTracker™ has a battery condition calculator to give notice to the dealer when it is time to change the battery pack.

Last, an internal clock is on-board each SkyTracker™ that automatically sets itself to Greenwich Time. This permits each SkyTracker™ to self-adjust for any of the World's time zones SkyTracker™ transmits from, so SkyTracker™ can perform to the reporting program selected by the dealer i.e.; residential, bulk/transport and etc.


Q: Is there a field diagnostic tool available for the system

Top

Field diagnosis is not required. A couple of simple tests determine if a battery failure has occurred or the Hall Sensor cable has been compromised. The dealer should carry a couple of these inexpensive standard maintenance items in inventory.


Q: What are the primary causes of system malfunction?

Top

Currently each SkyTracker™ undergoes 100% diagnostic and transmission testing before being sent to the field. In August of 2006, about 200 SkyTrackers™ were assembled with data boards wherein the manufacturer of our data boards missed the etching of an important trace. This resulted in a malfunctioning power system that would cause some SkyTrackers™ to drain their battery packs after 40-50 transmissions. Upon discovery, NASCorp immediately halted assembly and shipments of SkyTrackers™ with the errant board and until the condition was corrected by the board's manufacturer, which took about three weeks. This was resolved quickly by NASCorp's internal Operations Technician and the vendor. All units were recalled. Replacement unit shipment was at no cost to the few dealers who had errantly gotten those units; keeping with NASCorp's policy of personal accountability and that a dealer can talk to NASCorp's propane-trained personnel for personalized communication, prompt service and a quick resolve of any issue.

Today all replacement SkyTrackers™ are operating and thousands of additional units have been sold. Out of these, only one unit suffered erratic reporting and it was immediately replaced.

Otherwise, about two dozen battery failures have occurred to date, which NASCorp has identified the cause of the failure and has already resolved this problem too, by additional testing of the battery packs that go into SkyTracker™:.

What is the rate of occurrence?

ANSWER: Prior versions, 1.1%. Today's version, under 0.5%.


Q: Is scheduled periodic maintenance required?

Replace battery packs every 18-24 months.

What skills are needed to perform the maintenance?

ANSWER: If you can you operate a Phillips head screwdriver, you're OK. It is only needed for battery replacement.


Q: How often can data be captured from the tank transmitter?

Top

Every hour if a change is received, otherwise every day or third day, depending upon dealer selected reporting program, but particularly anytime there is a 10% liquid level drop, when a tank is filled, including unauthorized fills, when customized conditions are met and levels have been reached, or with an out-of-ordinary event.

What is the cost of each transmission?

ANSWER: The standard residential cost is $4.00 per month and the standard bulk/transport plant storage transmission cost is $14.99 per month. Excess transmissions are 15 cents each.


Q: What base display options do you offer?

SkyTracker's™: patent-pending color-coded one-glance tank levels page identified by route, liquid level, battery charge, degree-day or by alert notice, dealer's choices. SkyTracker's™ robust website also tracks a customer's fuel use and history, transmission reports and provides employee log-in records. API displays and Windows based cellular options are also available.


Q: What types of alarm are supported?

Time for delivery, critical low-level, out-of ordinary event, no change when expected, tank overfilled, 10% level drop(s), and SkyHelp Service's™ CO, Propane Leak or indoor low-temperature notices if elected by the dealer and dealer's customer.


Q: How is the alarm reported?

Up to 100 people can be notified for each SkyTracker™ subscribed to by a propane dealer. Alert notices are sent through website alerts, text messages to cell phones and/or email.


Q: Who owns the host data receiving computer?

North American Satellite Corporation ("NASCorp") owns its own IBM X-Series server cluster, which is located in a 24/7/365 armed and guarded co-location center in St. Louis, MO. The optical cluster consists of active and passive servers, web server, email server, API server and back-up server, so IBM warrants NASCorp's servers to have an up-time of 99.999% with down-time to never exceed 2 hours. NASCorp's servers are additionally backed by multiple Internet pipes, two power grids and added battery and propane generator power systems. NASCorp developmental servers, located in a special temperature-controlled server room in NASCorp's IT Center in Cape Girardeau, MO, backs the IBM system to provide complete service coverage. All transmissions are sent through the noise spectrum, so they cannot be intercepted, much less decoded, by anything other than the patented Sensor Enabled Notification System (SENS). SENS is also used by the United States Department of Defense, so superior data security is always mandated. From there, NASCorp's patent-pending web application servers and software further encrypt a dealer's data. As additional security, NASCorp employs three separate IT groups in three separate locations to stagger data coding and decoding. Finally, NASCorp has retained independent information technology auditors to monitor each of these groups and our server co-location center.

SkyTracker™ battery packs are tested and warranted for 200 transmissions, which is about 18 to 24 months service for the standard residential SkyTracker™. The new SkyTracker™ with SENS modem will offer wireless RF solutions for further safety, security and convenience monitoring. For instance:

SkyHelp Services: Through NASCorp's SkyHelp Services™, dealers can sell their customers carbon monoxide (CO) sensors and monitoring, propane presence (C3H8) detection and monitoring equipment, and indoor low-temperature sensor(s) and monitoring. The former resalable options help a dealer to improve the safety and health of their customers. The latter option protects customer property by preventing frozen pipes in case of electrical or equipment failure at a customer's home in winter.
